Abandoned Vehicles
An abandoned vehicle is a vehicle parked on public roadways that has not been attedended to for more than 24 hours. A derelict vehicle is a vehicle parked on public roadways that is missing major components and renders it inoperable. You may report it on-line at honolulu.gov/csdavcomplaints, or call them at 532-7700 ext. 250.


Sidewalks
If the area from the curb (or road edge in the case of unimproved sidewalk setback) to the private property line shows evidence of being cracked, uplifted, blocked by overgrowth, obstruction (other than by vehicles which Honolulu Police Department handles via 911), or hole, etc., call the Housing Code Section at 768-8159 or go to Honolulu City and County website and click on Have a Problem to Report?

Curbside Recycling
Since November 2008 we have participated in the Recycling program. Grey cans are picked up only on Saturdays, and on Wednesdays the blue and green cans are alternately picked up.

Building Street Usage Permits for Construction - Any property owner who is planning on construction that will require a dumpster be placed on a public street must comply with the related rules and regulations. The informational guide for the street usage permit may be found on the City and County of Honolulu website under "Street Usage Permits for Construction" at http://www.honolulu.gov/dts/usage/street.htm.

Building Requirements - Anyone who is renovating should refer to the Building Requirements pertaining to View Channels and View Planes, which are on the Documents Page of this web site. Remember that each property is unique.

Bulk Trash Pick up - You need to have your bulk trash ready for pick up on the fourth Monday of the month. BULKY Items will be on the fourth Monday, Tuesday, or Wednesday. Please do not put your bulky items out weeks in advance. You may be cited by the city. If your items have not been picked up by Thursday, you may call Honolulu Yard at 523-4424.

Car Decals - If you are a dues paying member, you may request blue decals for your cars. Contact Sandra Kingery at 373-4183 or dd_aloha@yahoo.com. These decals help our security guards identify and protect our vehicles and are only for WIRCA members.

Cars Parked in Cul De Sacs. We recently had several incidents where bi-weekly trash was not collected because cars were parked in the cul-de-sac. If you live in a cul-de-sac, please be aware that the trash trucks have a right to not collect your trash even if there is even one car parked on the street. We also learned that police officers are authorized to cite vehicles parked in our cul-de-sacs, even though "No Parking signs" are not posted. Officers are also authorized to cite vehicles parking partially on city-owned cul-de-sacs and partially on a driveway apron. Emergency vehicles much be able to maneuver in the event of an incident.

Pets:

1) Barking Dogs

Dog owners are in violation of the City's animal nuisance law if their dog barks intermittently for 30 minutes or constantly for 10 minutes "to the disturbance of others."

In these situations, first try to let your neighbor know your concerns since the neighbor may not be aware of that their dog is disturbing anyone. If this fails, you may call the Humane Society at 946-2187. Give the address and, if possible, the name of the resident. The Humane Society will respond to the call by first sending a letter to the dog owner with educational material and will indicate that a complaint has been received. Up to this point the caller may remain anonymous.

For a second complaint within a month, the Humane Society will send an investigator to meet with the owner. If there is a third complaint, the complainant must sign an affidavit detailing the problem. If the dog owner challenges the citation, the matter goes to court. This is why there must be an official complainant.

Note: If the barking might indicate a burglary, fight, or other suspicious circumstances, call 911.

2) Pet Waste Pick-Up

There is a City & County Ordinance against littering which includes a provision that applies to animals. If your pet deposits feces on private or public property, you are required to clean it up. The Honolulu Police Department enforces this litter law. To file a complaint, call HPD directly (call 911). Please do not drop your dog's waste (wrapped or unwrapped) in a neighbors trash container, and especially if the trash container is out for pick-up and has already been emptied, or just happens to be handy between trash pick-ups. In our warm climate it very quickly becomes an awful odor in the homeowner's trash can.

Green Waste is picked up on the second and fourth Wednesday of the month.

Noise - If you are repeatedly annoyed by barking dogs, building maintenance, construction, loud music, etc, you may contact the State Department of Health, 591 Ala Moana Bld., Honolulu, HI 96813 and request a copy of "Who are you going to call when the noise gets too LOUD." Phone 586-4700.

Traffic Calming - Remember to slow down when driving up and down Laukahi. We have had several serious accidents on Laukahi Street and will be doing some speed monitoring programs soon to raise awareness of the danger of speeding on our hill.

Pothole Hotline - Please call the Pothole Hotline 24 hours a day to report any potholes. The more calls they receive from us, the faster our potholes will get filled. The number to call is 768-7777.
