Board of Directors' Meeting
September 19, 2006
Waialae Country ClubBoard members present:
Judy Fadrowsky, President; Joann Allin; David Andrew,; Carmen Hagloch

MacNeil; John Michalski; Jim Okey; Ginger Plasch; Jack Schneider; Nate
Sparks.
Board members excused: Donna Ashley; Mike Bianco; Shirley Kollmeyer;
Janice Wright.
Call to Order:
- President Judy
Fadrowsky called the meeting to order at 4:30 pm.
Approval
of Minutes:
- Revised minutes
of the July 18, 2006 meeting were approved as distributed, and will
be posted on the website.
Treasurers
Report:
- The Treasurers
Report was presented by Roger Liu.
Committee Reports:
- Newsletter -
Joann
Allin reported that Jan. 15 is the next newsletter mail date. She
requested photos from the annual meeting. Helen & Carmen volunteered.
- Advertisers
No report.
- Nominating Committee
- David
Andrew reported that he, Donna Ashley; Lisa Iwata; Sandra Kingery;
Shirley Kollmeyer; and Roger Liu have agreed to accept another 3 year
term on the Board. Jane Katayama also agreed to serve a 3 year term.
David requested a vote to approve these 7 as Board members for the
next three year term. It was moved and seconded and the motion was
approved. David also reported that Judy would be stepping down as
President at the end of this year The Board needs to name a replacement
in January.
- Membership Dues
Donna Ashley, submitted a report showing that 496 homes have paid
(80% of total) - the second highest collections in the history of
the association - slightly behind last years total of 516. There
are 7 new homeowners who have not joined the Association yet. We may
still received pro-rated dues from some of these families.
- Decals
After discussion about the purpose of the stickers, the Board agreed
to stay with the blue stickers until they run out and then decide
if we want to switch colors.
- Web Page
Carmen Hagloch that the website has been totally updated, including
a new map of the hill.
- Information
Dissemination
Helen MacNeil reported on recent inquiries regarding view channels,
renovations and obstructed views. She also reported on a recent meeting
with attorney, Bill Burns, to review materials drafted to respond
to inquiries on covenants and building restrictions on the hill.
- Security
Ginger Plasch reported that there have been no car break-ins, thefts,
or burglaries on the hill since early April. This is a record number
of months without an incident. She attributes this to our conscientious
security patrol, heightened care being taken by our residents, the
presence of HPD in East Honolulu ticketing speeders, and generally
lower crime levels throughout East Honolulu.
- Database
Nate Sparks reported that Ginger is updating the data base
with ownership changes and he runs mailing labels for the newletters.
- Public Affairs
and Liaison to Neighborhood Board
Jack Schneider reported there were over 100 participants at the last
Neighborhood Board meeting regarding the Wailupe Mauka cluster housing
project. Originally intended for 3-4 houses, the new project entails
33 cluster homes. Sandra Kingery stated that the maps clearly indicated
unstable soil in a slide zone. Jack reported that a straw ballot was
taken, resulting in 97 votes against the project and 4 in favor (all
members of the developers group.)
- Social
Fay Jones reported on plans for the Board party, scheduled for Oct.
29 at Lisa Iwatas home. Board members were asked to pay $12
per person in advance by 9/20/06 to cover catering expenses.
- Zone Captains
Marilyn Haine and Jim Okey reported on the success of the thank you
luncheon for Zone Captains held Aug. 12th at the Outrigger CC. They
recommended repeating this luncheon annually.
- Bylaws and Parliamentary
Procedure – No report.
- Parks & Improvement
– Comments were expressed on the pile of woodchips at Laukahi Slopes
Park. Judy agreed to contact the two park “guardians” to determine
what the plans are for these woodchips.
- Traffic Calming
Carmen Hagloch reported that the new Slow down on our hill
sign seems to be having a positive effect in the area of the sign.
When she moves the sign to another area of the hill, however, there
are some indications that traffic speed picks up again. She suggested
that the Board consider more permanent traffic calming measures, such
as striping Laukahi St.
- Streets and
Sidewalks
Lisa Iwata reported on the results of her recent neighborhood inspection
of streets and sidewalks, along with Judy Fadrowsky. She was instrumental
in getting the City & County to fixed a lamp post on Kamole St.
Potholes, meanwhile, are rampant and have been given a temporary
fix that probably wont last until the next repaving now
scheduled for 2008.
- Job Descriptions

Fay Jones had asked each Board member to document their perception
of their job on the form provided and fax it to Fay at 373-1704. She
has received 10 back and is waiting for 5 more.
Old Business:
- Corner of Laukahi
& Kalanianaole Judy Fadrowsky reported that Barbara Marumoto
is trying to get the state to plant a tree and some ground cover to
improve the appearance of the corner outside the block wall. The State
would prefer something that does not need water. Napaka was suggested
for ground cover. Fay suggested lower foliage, such as creeping fig
that would stick to the wall.
- Political signs
have been taken down, but were immediately replaced.
- Memorial for
Manny- Jack, Jim and Carmen will finalize and order the plaque for
the Laukahi Slopes Park bench.
- Park MulchNo
report.
President Fadrowsky
adjourned the meeting at 6:15pm.
