Call to Order:
President C. Hagloch called the meeting to order at 4:31pm.
Approval of
Minutes:
May 2009 Minutes have been emailed to Board members and approved online and posted on the WIRCA website prior to our meeting.
Treasurers
Report:
The Treasurer's
report was distributed and presented by R.Liu. Questions were asked
and answered. Secondary, to the upheaval in the economy, Roger is
carefully selecting the proper CD instrument to maximize profits as
well as timing the deposit to optimize interest bearing potential.
Committee Reports:
- Nominating Committee
- Through efforts of David Andrew, all Board positions are now filled
and Donna Ashley, Lisa Iwata, Sandra Kingery, Shirley Kollmeyer, Roger
Liu, and David Andrew will continue to serve their community for another
term.
- Newsletter -
Joann Allin
reported that the Newsletter has had another spike in positive feedback
from residents. In the recent issue, e-mails from concerned residents
were shared in order to heighten transparency and let people know
how issues are being addressed. In future issues, the trash day pick
up will be included as well as the updated "Dues Paid" list.
- Membership Dues
- Donna
Ashley reported that dues are currently being collected and that a
majority of the 624 homes in our Association have been processed with
11 homes less than last year still being outstanding for payment after
the 2nd invoice has been sent.
- Decals - Sandra
Kingery has sent out over 250 car decals year-to-date. Refrigerator
magnets with our security contact information are still plentiful
for members who would like them.
- Web Page - Steve Camara will continue updating the website via the Webmaster. Links to all of our political representatives have been incorporated. The phone number for the humane society and abandoned vehicles have been updated as well as all current contact information.
- Streets and
Sidewalks – Lisa Iwata has followed up on 2 paint spills on our newly paved street, in the 1800 block of Laukahi, and from the bottom of the Hill continuing up to the 1300 block. WIRCA is getting an estimate from a private contractor to paint over the white paint splashes. Missing street signs on Laukahi and Ohialoke have been replaced.
- Information
Dissemination – Helen MacNeil has had various phone calls and emails regarding issues with trees and retaining walls. Helen has provided guidance on these issues and encouraged residents to seek advice from appropriate sources on their rights as affected homeowners. Helen will continue to look for additional professional sources to refer homeowners to when these future issues arise.
- Security – Mike
Bianco attended a security watch conference sponsored by HPD. We should
anticipate an increase in property crime from increased unemployment
and the ongoing economic downturn. Our Ridge continues to have about
half the crime rate of Waialae Nui which does not have a roving guard
service. The online reporting of crime statistics from HPD is currently
not acceptable for us to continue to track our crime statistics. Residents
are encouraged to contact Steve Forman at sforman@honolulu.gov
to ask HPD to revert to the old style of reporting. Mike will follow
up on the outcomes of the reporting process in the future.
- Database – Judy Fadrowsky is working hard with Gerrit Osborne to convert the data to Access Software. Janice Wright has volunteered to be trained for Access Software support second to back up Judy and Gerrit if the need arises. Gerrit should be done and off the Board by November, and Shirley Kollmeyer be reinstated.
- Public Affairs
and Liaison to Neighborhood Board The Board has had delays per parliamentary procedure to seat replacement members. The implementation plan and timeline of getting the Board fully seated will conclude in October and our community will be fully represented from that time forward.
- Social - A Board/Zone Captain get together is on target for July.
- Bylaws and Parliamentary
Procedure - Review of the Association bylaws confirms that the existing
documents provide for excellent guidance. All residents are encouraged
to review available documents at the website
to familiarize themselves.
- Traffic Calming
- A fixed replacement sign "Please Slow Down On Our Hill" will be placed on the back of the current "Alert" and garbage bin sign in the future.
- Zone Captains
– Fay Jones reported that several welcome packets were distributed to new residents. A Zone Captain/WIRCA Board member social is pending this Sunday.
- Temporary Committees:
Parks - Nate Sparks reported that the basketball / volleyball court
project has been completed. Our Parks are getting significant maintenance
upgrades thanks to Nate.
Old Business:
- The WIRCA sign project at the foot of the hill will be addressed by a new sub-committee comprised of Judy, Roger, and Lisa to clarify C&C residential signage zoning laws. Rep. Marumoto introduced Spencer Jung-Robinson, who presented ideas to put this project on the fast track. Design and placement strategies are better defined now and a Board vote to move forward was met with 13 Yay votes. Janice Wright has been instrumental in getting C&C assistance to clean the illegal dumpsite at the bottom of Laukahi and the highway, and will persist.
President C. Hagloch adjourned the meeting at 6:25 P.M after being motioned by Donna Ashley and seconded.
