Call to Order:
President C. Hagloch called the meeting to order at 4:35pm.
Approval of
Minutes:
March 2009 Minutes will be emailed to Board members for approval online. September and November 2008, and January 2009 minutes were approved by vote.
Treasurers
Report:
The Treasurer's report was distributed and presented by R.Liu. Questions were asked and answered. He will place a specified amount in a 6 month CD when interest rates improve and projected operating expenses have been accounted for in the upcoming fiscal operating budget.
Committee Reports:
- Nominating Committee
- Several Board members are nearing the end of their terms with hopeful
reconfirmation of new terms in the future. Through recruitment efforts
of David Andrew, all Board positions are now filled and the Nominating
Committee is now fully staffed.
- Newsletter -
Joann Allin reported that the Newsletter process is moving smoother
then ever and there has been a spike in positive feedback from residents.
In future issues, the trash day pick up will be included as well as
Dues Paid list. Deadline for article submission for the
upcoming newsletter is 05 JUN 2009.
- Membership Dues
- Donna Ashley reported that dues are currently being collected and
that a majority of the 624 homes in our Association have been processed
with 176 homes still outstanding for payment. Current collections
are down 9% from last year. Invoices were sent to every home on the
hill. A second invoice will be sent out in May. E-mail reminders to
those residents whose payments are still pending will be pursued as
well.
- Decals - Sandi
Kingery sent out a number of decals and refrigerator magnets of the
300 inventoried. More magnets are still available for those members
who would like them.
- Web Page - Steve
Camara will continue updating the website as the new Chair via the
Webmaster. Links to all of our political representatives will soon
be incorporated in onsite link format. The phone number for the humane
society and abandoned vehicles will be updated there as well. The
statistics for website traffic were shared and traffic there is increased
with a lot of cross flow coming from our neighbors' website at Waialae
Iki Increment 5 at the top of the hill.
- Streets and
Sidewalks – Lisa Iwata has reported a paint spill on our newly paved
street on or about the 1800 block of Laukahi. Resolution for a work
order from the appropriate government work crew is still pending.
WIRCA may get a private contractor to paint over the white paint splash.
A non-functional light post on Alaweo is also being dealt with. Please
continue to report incidents to her, on her cell phone, or use the
pothole report line which is on the wirca.org website.
- Information
Dissemination – Helen MacNeil has had multiple phone calls and emails
regarding building restrictions in the sub-division. There are several
new construction projects on Ehupua and Ohialoke, both of which are
in Unit II. Helen has provided guidance on building restrictions for
Unit II and encouraged residents to seek legal advice on their rights
as affected homeowners. She initiated a request to have the Building
Dept. inspect the Ehupua project. The Building Inspector reported
back that the Ehupua plans and construction to date were in compliance
with City and County Building Code. The neighbors are continuing to
explore their options. On behalf of the WIRCA Board, Helen will continue
to look for additional relevant professional sources to refer homeowners
to when these issues arise.
- Security – Mike
Bianco reported that security is functioning like clockwork and the
incident report log kept by the guards will be more detailed in the
future. The difference in crime rates between our Ridge and Waialae
Nui were contrasted and our area continues to have markedly lower
crime rate by about half the incident occurring; Waialae Nui does
not have a roving guard service. Issues with abandoned vehicles are
to be focused on by our guard unit and being relayed to HPD for follow
up action. Online reporting of crime statistics from HPD is currently
in an adjustment period. Mike will follow up on the outcomes of the
reporting process in the future.
- Database – Judy
Fadrowsky will continue to work with Gerrit Osborne to convert the
data to Access Software. The data is almost completely converted with
the mailing label parameter operational. Gerrit continues to put his
great database creation skills to great use for us and deserves the
special thanks from our community.
- Public Affairs
and Liaison to Neighborhood Board Steve Camara will be sworn
in as the New Increment Waialae Iki representative on Neighborhood
Board No. 2. Jack Schneider has decided to vacate his seat. Jack has
served with distinction in that capacity for over a decade and leaves
big shoes to fill.
- Social - A Board/Zone
Captain get together is in the works for a July date.
- Bylaws and Parliamentary
Procedure - Review of the edicts of our Association has determined
that a mission statement is not needed as the existing documents provide
for excellent guidance as is. All residents are encouraged to review
those documents at the website. [see WIRCA Documents
page]
- Traffic Calming
- "Slow Down" sign waving has resumed with positive results.
A fixed replacement sign "Please Slow Down On Our Hill"
will be placed on the back of the current "Alert" and garbage
bin sign.
- Zone Captains
– Donna Ashley reported for Fay Jones that 4 welcome packets were
distributed in the past few months. One of the welcomed owners is
the Director of the Aquarium, and Fay suggested we ask him to talk
at the Annual Dinner. Fay and Lisa will both pursue this and report
back.
- Temporary Committees:
Parks - Nate Sparks has produced additional information related to the C&C plans to install basketball hoops on the existing structures and repaint the courts, the project should be completed by 12 JUN 2009. The hoops will be standard design implemented on existing structures without 8 foot youth backboards per Parks and Recreation construction supervisor feedback. Secondary to Nate's efforts, our Parks are getting significant maintenance upgrades at a time when C &C budget shortfalls dominate the economic landscape.
Old Business:
- The WIRCA sign project at the foot of the hill will be discussed again in the future when research clarifies C&C residential signage zoning laws and their impact on the project.
