The WIRCA Board of Directors meets every other month on the third Tuesday of the month at 4:30pm at the Waialae Country Club.

Board members present:
Carmen Hagloch President, Joann Allin, David Andrew, Marilyn Haine, Lisa Iwata, Fay Jones, Sandi Kingery, Shirley Kollmeyer, Helen McNeil, John Michalski, Michelle Schneider, Nate Sparks.

Board members excused:
Donna Ashley, Mike Bianco, Judy Fadrowsky, Roger Liu, Janice Wright.

    Call to Order:
  • President Carmen Hagloch called the meeting to order at 4:35pm.

    Approval of Minutes:

  • Minutes of the March 18, 2008 meeting were distributed and approved.

    Treasurer’s Report:

  • No report available. Considered suggestion of putting some of WIRCA's funds in a CD. Vote not taken, needs more discussion when Roger Liu is at the meeting.
    Committee Reports:
  • Newsletter - deadline to submit articles for the next edition of the Newsletter is June 12, 2008. Articles to focus on problems and changes in the neighborhood such as dogs and recycling which is scheduled to begin in September-October.
  • Nominating Committee - David Andrew reported that the Board is down 4 members from the 21 stated in the By-laws. Will not replace these members until the annual dinner meeting. Two residents, Steve Camara and Steve Capone have expressed interest in joining the Board. David will follow up with them. An ad hoc committee (D. Andrew, J.Wright and M. Haine) met but did not reach any firm conclusions regarding reduction of the number of members on the Board.
  • Membership Dues - Donna Ashley sent out 70 second notices for membership dues and received 28 replies. Membership is still 33 homes behind where we were at this time last year.
  • Decals - Only a few sent out since the last report.
  • Web Page - No report.
  • Information Dissemination – No report.
  • Security – Concern that the night guards have not been performing their duties in a reliable manner. Mike Bianco is working with Star Security to improve the situation. Checking in as required at the scan stations will be a condition of payment for services. A new emergency contact form will be sent out with the next Newsletter so that current information can be entered in the database.
  • Database – Paying someone $20 per hour, 5 hours per month to have data inputted.
  • Public Affairs and Liaison to Neighborhood Board – Michelle Schneider did not attend last meeting. Michelle was asked to attend future meetings or review the minutes and report back to the Board on items covered. Michelle asked members to let her know when there are any issues WIRCA would like her to bring up at that meeting.
  • Social - Thirty people, Board members, zone captains and their partners attended a cocktail party on April 13, at the home of Joann and Dr. Bob Allin.
  • Zone Captains – Copies of the recently revised material in the "welcome packets" was shared with the Board.
  • Bylaws and Parliamentary Procedure – No report.
  • Traffic Calming – No report.
  • Streets and Sidewalks – Lisa Iwata reported that Alaweo St. potholes were recently repaired. Lisa will follow up with the City regarding a rough patch in the 1600 block of Laukahi St.
  • Parks – Nate Sparks reported the work slated for Waialae Iki Park (on Kalanianaole Hwy) to begin in fiscal '09 includes courts for basketball and volleyball. No tennis courts. Some trees in Laukahi Slopes Park (upper park) need to be trimmed. Nate will follow up with the Parks Department.
  • Joggers/Walkers Security Plan – Chair needed.
  • Family Involvement – No report.
    Old Business:
  • Garden on corner of Laukahi and Kalanianaole. Discussed some of the options for management. Volunteers? WIRCA to pay yard man to weed once a month? Need to vote when a quorum present.
    New Business:
  • Complaint received from resident about the deplorable state of some people's yards. Discussed the Boards possible involvement in such issues. Consensus was that the Board should take a proactive stance. It would be desirable to have someone on the Board who would follow up on complaints concerning dogs, messy yards, view channels, etc. May need to recruit (as a Board member) or retain, an attorney. Joann Allin shared her experience of a company called "Prepaid Legal" and will follow up with them to ask if they would accept an organization like WIRCA as a client.
