Board members present:

    Call to Order:
  • Treasurer Roger Liu called the meeting to order at 4:30pm.

    Approval of Minutes:

  • Minutes of the March 20, 2007 meeting were approved as distributed, and will be posted on the website.

    Treasurer’s Report:

  • The Treasurer’s report was distributed and presented by Roger Liu.
    Committee Reports:
  • Newsletter - Joann Allin reported that the deadline for the next newsletter articles is June 12th with mailing scheduled for the end of June. The 3rd newsletter will go out in late September/early October. Joann will be stepping down at the end of the year and is looking for a replacement to train during the 4th quarter..
  • Nominating Committee - No report.
  • Membership Dues - Donna Ashley reported that 497 homes out of 624 have paid (80% of total), representing 97% of our dues goal. She has started writing personal notes to those who are likely to pay, which should generate more dues revenue. She also reported two bounced dues checks this year, with related bank fees. The Board agreed that members should be asked to compensate the Association for such fees.
  • Decals - Sandi Kingery reported that none have been given out this quarter.
  • Information Dissemination – Helen MacNeil reported that there have been 4 requests for view channel maps this last quarter and one call about the potential development of a subdivided vacant lot.
  • Security – Roger Liu presented Ginger Plasch’s report:

    Since the Board meeting 2 months ago (March 16 thru May 21), three stolen property incidents have been reported to me. (1) A ladder was stolen at a back fence of a home that borders Board of Water Supply property; (2) cash was stolen from an unlocked home with a propped open side gate (our guard had warned the owner to close the gate); and (3) a burglar broke into house and stole fake jewelry from a bathroom counter—it appears that he may have watched the owner leave the house on an early-morning errand before the guard was on duty.

    The latest HPD statistics available to me show that from March 1 - April 30, our HPD Beat 768—which includes Waialae Iki, Kalani Valley, and Kilauea Avenue and a little beyond that—experienced 13 thefts, 8 burglaries and 29 vehicle break-ins. Our contribution from March 1 - April 30 was one burglary . . . we had no thefts and no vehicle beak-ins.

    Our guards continue to make a difference. Among other things, they make their presence known and question suspicious people, even escorting some folks down the hill when they don’t have a reasonable explanation for being up here, while our night guards prevent many a vehicle break in (these characteristically occur at night).
  • Database – No report.
  • Public Affairs and Liaison to Neighborhood Board – Jack Schneider reported that he has retired from the Neighborhood Board. Carmen Hagloch is currently representing WIRCA at Neighborhood Board meetings. He also reported that he replaced the memorial plaque to Manny, due to a typo.
  • Social - Fay Jones reported there are no plans in the works.
  • Zone Captains – Fay Jones reported that only 1/3 of the 44 Zone Captains attended the last Zone Captain luncheon. She is looking for ways to increase participation by Zone Captains and suggested that Zone Captains be asked to hand deliver invitations to the Annual Meeting, and/or be offered a discount on dinner at the Annual Meeting. After discussion, it was agreed that the committee should schedule its next Zone Captain meeting prior to the annual meeting.
  • Bylaws and Parliamentary Procedure – No report.
  • Streets and Sidewalks – Lisa Iwata reported complaints that the 1562 Ihiloa Loop light pole still has temporary wires up. The reason is that HECO is still waiting for the City & County to open up the street for underground repairs. Also, a fire hydrant on Ihiloa does not work. John Michalski has already sent a letter notifying the city.
  • Job Descriptions – Last year, Fay Jones had asked each Board member to document their job description to update WIRCA committee descriptions. She is still waiting for 3 job descriptions.
    Old Business:
  • Park Mulch – Janice Wright reported that nothing has been done with the wood chips dumped at Laukahi Slopes Park. It was agreed that Jerry Nakagami is in control of the chips, as part of his agreement to adopt the upper half of the park.
  • Laukahi St. Repaving Campaign - Janice Wright reported that earlier attempts by telephone to request an expedited repaving of Laukahi St. were unsuccessful, so she has collected 78 letters regarding Laukahi St. repaving that she will send to the mayor and Laverne Higa in the Facilities Maintenance Department. She is hoping to collect even more letters and emails for her package. Stan Fitchman from Charles Djou’s office was in attendance to report on their efforts to add Laukahi St. to the list of streets to be repaired in the next fiscal year’s budget. Initially Laukahi St. was scheduled for repaving in 2002. That date was pushed out to 2007 and later to the 2008-2009 fiscal year. Djou recommended the addition of Laukahi St. to the list of streets to be repaved in the 2007-2008 fiscal year. Bill 31 (2007), CD1 Proposed CD2 Amendments was approved, including Laukahi St. repaving. The vote on the final budget for the next fiscal year will occur in late June.
  • Corner of Laukahi & Kalanianaole - Weeds are starting to grow and will need to be removed. So far, Carmen Hagloch and Judy Fadrowsky are the primary caretakers, primarily responsible for watering. More volunteers would be appreciated.
  • Tree Trimming in Laukahi Slopes Park - Jack Schneider reiterated a long standing request for help with the trimming or removal of keawe trees blocking the view from his Laukahi St. home. He stated that the City will not top or trim the keawe trees. If one of our mandates as an association is to preserve the views of our home owners, this concern should be considered in that light. No action was taken.

Treasurer Liu adjourned the meeting at 5:30pm.
