Board members present:

Board members absent: Roger Liu; Lino Vicente.

    Call to Order:
  • President Judy Fadrowsky called the meeting to order at 4:30 pm.

    Announcements:

  • New Board members were welcomed: Fay Jones, Mike Bianco, Jim Okey.

    Approval of Minutes:

  • Minutes of the March 21, 2006 meeting were approved, subject to changes to be posted on the website.

    Treasurer’s Report:

  • The Treasurer’s Report was presented by Judy Fadrowsky for Roger Liu.

 

    Committee Reports:
  • Newsletter - Joann Allin reminded members of the May 19th newsletter deadline. The Board reviewed commitments for articles. Advertisers are currently paying $75 for each newsletter ad or $100 for the newsletter and website, combined. Ads have to relate to the home.
  • Nominating Committee - David Andrew acknowledged and thanked the new Board members for joining the Board. He reviewed current meeting requirements which stipulate that a Board member must attend at least 3 of the 5 scheduled meetings each year. There are two openings on the Board right now, including Manny’s seat, with two years remaining on its term. David will be soliciting nominations for these seats. Next year the following terms will expire: David Andrew, Donna Ashley; Lisa Iwata; Sandra Kingery; Shirley Kollmeyer; and Roger Liu.
  • Membership Dues - Donna Ashley reviewed the status of dues payments. 2005 was a record year for membership with 83% of the 624 total homes in Increments II-IV participating; up from 79% in 2004. For 2006, after two dues mailings, 76% of homes have paid dues, leaving 24% unpaid. 43 of these homes paid last year, while roughly 110 have never paid. Donna will determine follow-up measures to increase participation.
  • Decals - Sandi Kingery reported she has sent out over 100 2005-2007 navy blue decals and has more on order. 1,100 decals for 2008-2010 will be ordered in red. All other decals are outdated.
  • Web Page - Carmen Hagloch reported that updates to the WIRCA website should be appearing soon, including new Board members and March minutes, after they are approved. Mike will be adding a new map of the hill. Judy Fadrowsky, as President, agreed to be the contact shown on the website. Carmen will remove old entries in the Message section. Regarding advertisers, Carmen recommended rotating their positions and removing any that had not paid. She also asked if there was a mechanism in place to see that advertisers are licensed and bonded/ insured. The Board agreed that is not a requirement. Joann Allin will follow up with Roger Liu to check the status of advertisers’ payments.
  • Information Dissemination – Helen MacNeil reported there have been a few inquiries regarding view channels. She is planning to write a newsletter article regarding view channels and the more general issue of trees that block homeowners’ views. So far, none of the realtors who have listings on the hill have been interested in receiving view channel maps for their properties, but she has encouraged these agents to refer buyers to our website or to her if they want to research the issue.
  • Security – Ginger Plasch reported that participation in the security alert email system continues to grow. She also reported favorably on Waialae Iki break-in statistics relative to other areas. Year-to-date, the ridge has experienced 4 incidents: 1 foiled car break-in, 1 carport theft, 1 dog theft and 1 auto theft.
  • Database – Nate Sparks reported he has prepared the mailing labels for the last two mailings.
  • Public Affairs and Liaison to Neighborhood Board – Jack Schneider reported on the recent Neighborhood Board meeting. The meetings are open to residents and are held the first Thursday of the month.
  • Social - open position, no report.
  • Zone Captains – Marilyn Haine reported we are working on filling the vacant Zone Captain positions and are planning a meeting to update and thanks all Zone Captains.
  • Bylaws and Parliamentary Procedure – No report.
  • Traffic Calming – Carmen Hagloch reported she is working with Ginger Plasch to design a traffic calming sign to post on the lower portion of Laukahi Street that will be interchangeable with the security “Alert” signs. As part of her traffic calming campaign, she will include a substantial article in the next newsletter, documenting the dangers of speeding on the hill.
  • Streets and Sidewalks – Lisa Iwata reported she has been calling the city pothole number with some success, but encouraged others also to call, since we are likely to get better results when more residents call. She will provide information on reporting potholes for the next newsletter.

 

    New Business:
  • Rod Miller is interested in creating a neighbor to neighbor referral list of Service Providers. The Board discussed the issue of WIRCA liability if the list is disseminated by letter or referred to in the newsletter. Judy Fadrowsky will pursue legal guidance.
  • John Michalski asked about drainage maps since there has been flooding, possibly resulting from new wall construction.
    Old Business:
  • Corner of Laukahi & Kalanianaole project. Judy contacted the homeowner who is more than happy to have help in beautifying the corner. He said there were specific guidelines about not planting anything that would restrict driver visibility around the corner. Judy will continue to pursue.
  • View channel and building restrictions letter: Judy, Janice, Helen and Sandra plan to meet before the next meeting.
  • Memorial for Manny Voulgaropoulos: Manny’s wife, Rose, does not want donations raised on his behalf, so it was agreed that a plaque would be placed on the bench facing the street at the Laukahi Slopes Park. The Board delegated the task to Judy Fadrowsky, Sandi Kingery and Jim Okey, with a budget of up to $250.

President Fadrowsky adjourned the meeting at 6:15pm.
