Board members present:

Board members absent or excused: Michelle Schneider; Fay Jones.

    Call to Order:
    President C. Hagloch called the meeting to order at 4:34pm.

    Approval of Minutes:
    March 2009 Minutes will be emailed to Board members for approval online. September and November 2008, and January 2009 minutes were approved by vote.

    Treasurer’s Report:
    The Treasurer's report was distributed and presented by R.Liu. Questions were asked and answered. He will place a specified amount in a 6 month CD as the bulk of the current year's dues have been collected and projected operating expenses have been accounted for in the upcoming fiscal operating budget.

    Committee Reports:
  • Nominating Committee - David Andrew initiated procedure to accept Shirley Kollmeyer's temporary resignation so that Gerrit Osborne, working on the database, can be a Board member and protected by our insurance. Shirley will resume the seat when Gerrit is done working on the database. Several other Board members are nearing the end of their terms with hopeful reconfirmation of new terms.
  • Newsletter - Joann Allin reported that the Newsletter process is moving smoother then ever and there has been a spike in positive feedback from residents. In future issues, the trash day pick up will be included as well as "Dues Paid" list.
  • Membership Dues - Donna Ashley reported that dues are currently being collected and that the majority have been processed with 80 - 90 homes still outstanding for payment. Invoices were sent to every home on the hill. A second invoice will be sent out in May.
  • Decals - Sandi Kingery sent out over 300 decals and a number of refrigerator magnets.
  • Web Page - Judy Fadrowsky will continue updating the website along with her extremely important job of database entry.
  • Streets and Sidewalks – Lisa Gouw has no current reports. Please continue to report incidents to her, on her cell phone, or use the pothole report line which is on the wirca.org website.
  • Information Dissemination – Helen MacNeil has had 4 phone calls regarding advice on various resident issues, the most important of which is the new construction project on Ehupua. Helen will take 3 steps: contact the owners of the project; talk to neighbors; and contact the building inspector to see if the project is in compliance with City & County Building Code.
  • Security – Mike Bianco reported that security is functioning like clockwork and the incident report log kept by the guards will be more detailed in the future. The difference in crime rates between our Ridge and Waialae Nui were contrasted and our area continues to have markedly lower crime rate. Many residents have been reporting door-to-door solicitation for work. The board agreed that the guards should approach these individuals, ask if they need help, try to get their name and license plate number. Also, Rick Mills will be going on his annual WIRCA financed 1-week vacation for a job well done.
  • Database – Judy Fadrowsky will continue to work with Gerrit Osborne to convert the data to Access Software. Gerrit continues to put his great database creation skills to great use for us.
  • Public Affairs and Liaison to Neighborhood Board – Planned Youth organization child sized basketball hoop installation in Waialae Iki Park has been halted by C&C secondary to liability concerns per the last Neighborhood Board meeting. Nate Sparks will pursue additional information whether C&C still plans to install basketball hoops on the existing structures and repaint the courts and report on the intended plan at the next meeting.
  • Social - No report.
  • Bylaws and Parliamentary Procedure - No report.
  • Traffic Calming - "Slow Down" sign waving will be resuming. A fixed replacement sign "Please Slow Down On Our Hill" will be placed on the back of the current "Alert"and garbage bin sign..
  • Zone Captains – Donna Ashley reported for Fay Jones that 4 welcome packets were distributed in the past few months. One of the welcomed owners is the Director of the Aquarium, and Fay suggested we ask him to talk at the Annual Dinner. Fay and Lisa will both pursue this and report back.
  • Temporary Committees: Parks - Leaking sprinkler at Upper Laukahi Slopes Park continues despite all our efforts to report it. Nate Sparks will follow up once more with his contact personnel in Parks and Recreation.
    Old Business:
  • The WIRCA sign project at the foot of the hill will be discussed again in the future when research clarifies C&C residential signage zoning laws and their impact on the project.

President C. Hagloch adjourned the meeting at 6:00pm.
