Board members present:
Carmen Hagloch, President; Joann Allin; David Andrew; Mike Bianco; Judy Fadrowsky; Marilyn Haine; Lisa Iwata; Fay Jones; Sandra Kingery; Roger Liu; John Michalski; Michelle Schneider; Janice Wright.

Board members excused: Donna Ashley; Helen MacNeil; Shirley Kollmeyer.

    Call to Order:
  • President Carmen Hagloch called the meeting to order at 4:30pm.

    Announcements:
    President Carmen Hagloch announced Board committee chairs.

  • M. Bianco will chair Security.
  • N. Sparks will chair Database.
  • F. Jones will continue to welcome new neighbors through the Zone Captain committee.

    Approval of Minutes:

  • Minutes of the January 22, 2008 meeting were approved as distributed and will be posted on the website.

    Treasurer’s Report:

  • The Treasurer’s Report was distributed and presented by Roger Liu. Questions were asked and answered. Roger Liu will bill advertisers.
    Committee Reports:
  • Nominating Committee - D Andrew reported that J. Kateyama, G. Plasch and J Wilhemy have resigned. Discussion was held to reduce the number of Board members. An ad hoc committee was formed to propose a formal recommendation to the Board. Members of the ad hoc committee are: D. Andrew, J. Wright, and M. Haines. Recommendation to be presented at next Board meeting.
  • Newsletter - Joann Allin reported she will remain as chair through 2008. She also reported the new publisher is working out well at this point. Newsletters will be mailed to all WIRCA property owners at no more than the same cost of previous mailings. Last mailing only five were returned which is a good indication of accurate addresses. Next newsletter will go out during the May-June timeframe.
  • Membership Dues - A report was read that 419 of 623 homes have paid thus far. A second invoice will go out the second week of April 2008. It was suggested the PO Box mailing address be posted on the website.
  • Decals - S Kingery reported she continues to send out decals upon request. S. Kingery and M. Schneider will develop letter to go out with decals.
  • Web Page - J. Fadrowsky reported she is updating the website as new information comes in. Barbara Marumoto Neighborhood Board reports have been added.
  • Information Dissemination – no report.
  • Database – C. Hagloch reported she is having the database updated with input from N. Sparks and D. Ashley.
  • Public Affairs and Liaison to Neighborhood Board – M. Schneider reported the Neighborhood Board #2 meetings are the first Thursday of the month at the Aina Haina Library at 7:00 PM. The agenda and minutes can be found on the official public web site at www.co.honolulu.hi.us/nco/nb2/agendamin.htm.
  • Social - F. Jones and S. Kingery reported we will have a social gathering of Board members and Zone Captains in April 2008 at the home of Dr. and Mrs. Allin. Specific date and fee will be communicated by e-mail.
  • Security – M. Bianco reported he has met with Star Protection Agency every two weeks. He has communicated the expectations of the WIRCA and will continue to monitor fulfillment of those expectations.
  • Zone Captains – F. Jones continues to ensure new neighbors receive a welcome package.
  • Bylaws and Parliamentary Procedure – J. Wright has nothing new to report for the committee at this time.
  • Traffic Calming – M. Bianco continues to move the "Slow Down" sign on major streets in Waialae Iki.
  • Streets and Sidewalks – L. Iwata reported that all sidewalk repairs are schedule to be done by end of February 2008. M. Bianco reported that "temporary" overhead electric lines were finally put back in the ground after 3 years of working with the City & County and Hawaiian Electric.

    Temporary Committees:

  • Joggers/Walkers Security Plan: New chair needed.
  • Parks: City Councilman Djou's office has been contacted regarding resurfacing of the tennis/basketball court in Waialae Iki Park. Report on progress next meeting.
  • Family Involvement: No report.
