Board members present:
Carmen Hagloch, President; Joann Allin; David Andrew; Mike Bianco; Judy Fadrowsky; Marilyn Haine; Jane Katayama; Sandra Kingery; Shirley Kollmeyer; Roger Liu; John Michalski; Ginger Plasch..

Board members excused: Donna Ashley; Lisa Iwata; Faye Jones; Helen MacNeil; Jim Okey; Jack Schneider; Nate Sparks; Janice Wright.

    Call to Order:
  • President Carmen Hagloch called the meeting to order at 4:30pm.

    Approval of Minutes:

  • Minutes of the January 16, 2007 meeting were approved as distributed, and will be posted on the website.

    Treasurer’s Report:

  • The Treasurer’s Report was distributed and presented by Roger Liu. Questions were asked and answered.

    Meeting Change Request:

  • Carmen Hagloch presented request that the March 2008 meeting be changed to not conflict with school Spring Break. Discussion was held. Motion, second and vote carried approval to change the March 2008 meeting date.
    Committee Reports:
  • Newsletter - Joann Allin reported the next newsletter is planned for June/July timeframe. Question regarding how well newsletter is read when distributed by e-mail. Discussion was held. Will continue to distribute by e-mail to members who have requested e-mail distribution.
  • Nominating Committee - D Andrew distributed and read which Board members would be finishing their terms through the year 2009 for future planning. He noted that there are no term limits at this time.
  • Membership Dues - J. Michalski read the membership report. Highlights include (1) in 2006 504 of 624 households were WIRCA members (81%), (2) amount of 2007 memberships are at a record high for the same period, (3) special notes from members were read, and (4) a second invoice will be mailed by April 4, 2007.
  • Decals - S Kingery reported she is sending blue decals and will begin using the red decals when blue decals are completely depleted. She also reported she has set of labels in format she can readily use.
  • Web Page - J Fadrowsky distributed report from web master regarding how many hits the site receives. Of note, for the past year, the WIRCA website has approximately 350 sessions (visits) per month with the average visitor looking at two pages during each session.
  • Information Dissemination – no report.
  • Security – G Plasch reported on security activities since January 2007. She also noted that with this year’s membership she has added 40 plus households to the electronic “Alert” and “News” lists.
  • Database – C Hagloch said N Sparks has agreed to be solely responsible for updating the database. All Board members were encouraged to get any resident changes to N Sparks as soon as they learn about them.
  • Public Affairs and Liaison to Neighborhood Board – C Hagloch reported J Schneider has retired from the Neighborhood Board.
  • Social - S Kingery will plan for Board members social gathering for later this year
  • Zone Captains – M Haine will retire as chair of the Zone Captains. M Bianco has agreed to take over as chair of the committee. Currently 7 zones do not have captains. Board encouraged to review lists and suggest captains.
  • Bylaws and Parliamentary Procedure – no report.
  • Traffic Calming – C Hagloch reported she is working on obtaining a new committee chair. N Sparks is researching the RU2 Fast system. There appears to be significant costs and permitting process involved with obtaining the system.
  • Streets and Sidewalks – Lisa Iwata was absent. J Wright spearheading a movement to have the city resurface Laukahi Street in 2007.
  • Job Descriptions – no report.
    Old Business:
  • Corner of Laukahi & Kalanianaole – J Fadrowsky reported all system are in place to plant corner. Expected completion for planting by mid April 2007.
  • Electric Line – 1564 Ihiloa Loop and other locations have temporary electric lines that are both unsafe and unsightly. M. Bianco to follow up with Hawaiian Electric and City & County to complete process and remove overhead lines.
  • Memorial for Manny - Fadrowsky reported memorial to be installed and small gathering later this month. C Hagloch invited Board members to attend.
  • View Channel Letter – Project delayed temporarily due to Bill Burns schedule.
    New Business:
  • C Hagloch plans to send a letter through the “News” list regarding helping on WIRCA committees, becoming a Zone Captain or Board member.
  • Use of neighborhood signs discussed. Will continue to use the speed sign at this time.
  • Suggestion was made to have neighborhood block parties rather than the annual dinner. Discussion was held. It was noted that (1) the annual dinner is also the Annual Meeting as required by the By-laws, and (2) many residents look forward to the annual dinner. Motion, second, and vote carried to keep the Annual Meeting/Dinner at the Waialae Country Club in early November.
