President Janice Wright called the meeting to order at 4:30 PM.

Minutes of the January 17 meeting were unanimously approved.

Treasurer's Report was presented by Roger Liu.

    Announcements:
  • Manny Voulgaropoulos, long time friend, WIRCA Board member and active WIRCA community volunteer passed away on March 9, 2006. A group of Board members will work on a fitting memorial to Manny. Volunteers include Sandi Kingery and Judy Fadrowsky. Suggestions were made to write a tribute to Manny in the next newsletter and explore the possibility of installing a park bench in his memory.
  • John Michalski and Helen MacNeil were nominated and unanimously elected to serve as Board Vice President and Board Secretary respectively.
    Committee Reports:
  • Newsletter - Joann Allin announced the first 2006 newsletter went out. She encouraged everyone to get their articles in early. The process of developing the newsletter is somewhat complicated, requiring time to put into format, edit and proof. There will be two more newsletters this year with deadlines for articles set at May 19 and September 1.
  • Nominating Committee - David Andrew reported that there are three community members being asked to become new Board members. They are Fay Jones, Mike Bianco and Jim Okey. Those who agree to serve – will be invited to the next Board meeting and given materials related to the WIRCA Board responsibilities.
  • Membership Dues - Donna Ashley reported that of 624 households in the WIRCA community, 375 have paid through March 18, 2006. A second notice mailing will be going out in early April.
  • Decals - Sandi Kingery reported that 80 plus decals have been sent out by request. Last year, all dues paying households received the new decals. Requests coming in this year are generally for new or additional resident cars, or new residents. It was reconfirmed that this year’s decal is navy blue. This is year 2 of a three year cycle for the navy blue decal. All other decals are outdated.
  • Web Page - Carmen Hagloch reported she has reviewed the material on the Web site and made appropriate additions, updates or corrections. Carmen made the suggestion that all messages placed on the website should have a time limit. For example, there is a message on the Web site from October 2005. The Board agreed that messages should be removed after a specified period. Carmen will remove the current message.
  • Information Dissemination – Due to being out of town, Helen MacNeil’s submitted a written report which was read by Judy Fadrowsky. Helen reported that she has a search set up in the MLS system that notifies her each time there is a new listing in the Waialae Iki Ridge Community Association. She is then able to send an e-mail to the listing agents of properties in WIRCA Increments II, III, IV that contains information related to the properties. The goals are to:
    (1) get the listing agents to talk more knowledgeably about WIRCA including building restrictions that apply to their listing, (2) make sure they have a copy of the relevant view channel maps so they will show them to potential buyers, and
    (3) encourage them to refer buyers to the WIRCA Web site.
    Helen continues to work on getting legible increment maps to post on the WIRCA website.

  • Security – Ginger Plasch reported that security information update forms went out with the dues notice this year. She has had excellent response and been able to update the records. She continues to send out “Alerts” and “News” items to WIRCA members as the need arises.
  • Database – Nate Sparks reported that he is working with Ginger on learning the WIRCA database. Nate set up the mailing labels for the first dues notification letter and will be working on the Second Notice mailing labels soon.
  • Neighborhood Board – Jack Schneider briefed the Board on the subject matter at the last Neighborhood Board meeting. Potholes and speeding continue to be of concern. With current rains, potholes are likely to appear and should be reported to the “Pothole” number listed under the Honolulu City and County numbers in the front of the phonebook.
  • Social - open position, no report.
  • Zone Captains – Marilyn Haine reported that there are 7 zones in need of new Zone Captains following many years of service by their previous Zone Captains. Zone Captains welcome new residents, answer questions, provide information about WIRCA, and encourage membership. Marilyn Haine is seeking replacements and others are encouraged to suggest possible residents.
  • Bylaws and Parliamentary Procedure – Janice Wright has updated the Bylaws with approved wording regarding Board members absences from Board meetings.
  • Traffic Calming – Carmen Hagloch has updated the note on the website. She plans to work with a team of Board members who will explore activities designed to reduce speeding in WIRCA – especially Laukahi Street where there have been several accidents in recent months.
  • Streets and Sidewalks – no report this meeting.

    New Business:

  • An e-mail from a WIRCA resident was received stating their concern about the unkempt corner of the Laukahi and Kalanianaole intersection. Judy Fadrowsky stated the property is being rented and left a message for the owner to contact her. After discussion, the Board unanimously agreed that we are not authorized by our Bylaws to commit the WIRCA organization’s resources, time, or take on the liability to improve the looks or maintain any upgrades to the corner. Private homeowners who desire to take on this project will be advised they will need to work with the owner directly and should comply with all City and County Codes, regulations or recommendations.
  • Roger Liu advised that the Board has E&O insurance which is paid annually and is current.

    Old Business:

  • A draft letter designed to be sent to residents who have view-channel questions in Increments III and IV is being reviewed.
