Board of Directors' Meeting
January 20, 2009

Board members present:
Carmen Hagloch, President; David Andrew, Michael Bianco, Steve Camara, Judy Fadrowsky; Fay Jones, Sandra Kingery; Shirley Kollmeyer; Roger Liu; Helen MacNeil; John Michalski; Michelle Schneider, Janice Wright.

Board members absent or excused: Joann Allin, Donna Ashley, Marilyn Haine, Lisa Iwata, Nate Sparks.

    Call to Order:
    President C. Hagloch called the meeting to order at 4:35pm.

    Announcements:
    President C. Hagloch introduced new Board member Gerrit Osborne by proxy.

    Approval of Minutes:
    November 2008 minutes will be e-mailed to Board members for approval online.

    Treasurer’s Report:
    The Treasurer's report was distributed and presented by R. Liu. Questions were asked and answered. R. Liu recommended that WIRCA place a specified amount in a 6 month CD. The CD will be initiated after the current year's dues are collected to give a clear view of projected operating expenses.

    Committee Reports:
  • Nominating Committee - D. Andrew initiated procedure and Officers were instated by vote. 2009 Officers are Carmen Hagloch, President; John Michalski, Vice President; Roger Liu, Treasurer; Steve Camara, Secretary.
  • Newsletter - Deadline for Newsletter articles is Feb 1, 2009. We need to have an article regarding new curbside recycling, which began November 2008, detailing neighborhood education reinforcement ideas.
  • Membership Dues - Dues are being currently collected and will be processed in the early weeks of March 2009.
  • Decals - S. Kingery reported she continues to send out decals upon request.
  • Web Page - J. Fadrowsky will provide links to Rep.Barbara Marumoto newsletter on the WIRCA web page.
  • Streets and Sidewalks – Residents should continue to call in pothole reports. They are currently being fixed when reported. The pothole report line is on the www.wirca.org website.
  • Information Dissemination – H. MacNeil reported she has had several calls regarding advice on various resident issues.
  • Security – Mike Bianco met with Waialae Iki Increment 5 Board. Their request to have our guard service cross-cover their guard for breaks was not accepted. The difference in crime rates between our Ridge and Waialae Nui were contrasted and our beat, 768, continues to have a markedly lower crime rate secondary to our private security.
  • Database – Judy Fadrowsky, as new Database Chair, will be working closely with new Board members to modernize and institute the operating program upgrade via approved purchase of Access Software.
  • Public Affairs and Liaison to Neighborhood Board – Basketball hoop installation for youth at lower Waialae Iki Park will begin as passed by Neighborhood Board via resolution prompted by petition support from Analii Street residents. No lights or bleachers will ever be installed per NB#2 minutes on the passed resolution.
  • Social - No report.
  • Bylaws and Parliamentary Procedure – No report.
  • Traffic Calming – Sign Waving efforts encouraging residents to "Slow Down" will be resuming.
  • Zone Captains – No report.
  • Temporary Committees - C. Hagloch reported that there are three temporary committees:
    1. Parks - Youth basketball league will be starting to organize youth courts for play in the near future.
    2. Accidents on Hill - A single vehicle accident has taken out one of the light poles around 1300 Laukahi. The appropriate gov't agency has slotted a work order for replacement.
    3. Cleaning Up Properties - Chair J. Wright will pursue remedies discussed for unkempt properties and recurrent problem area illegal dump sites.
    Old Business:
  • Expanding WIRCA membership to 1200 Laukahi block to be discussed again at a future meeting.
    New Business:
  • WIRCA signs at foot of hill and wall at corner will be forthcoming as resources allow. Resident reminder signs which can be used (blue or green) will be posted Tuesday evenings after the 1200 block to further assist our community with proper bi-weekly refuse coordination for the Wednesday pickup.

President C. Hagloch adjourned the meeting at 6:35pm.
