Board members present:
Judy Fadrowsky, President; Joann Allin; Donna Ashley; David Andrew; Mike Bianco; Carmen Hagloch; Marilyn Haine; Jane Katayama; Sandra Kingery; Shirley Kollmeyer; Helen MacNeil; John Michalski; Ginger Plasch; Nate Sparks; Janice Wright.

Board members excused: Lisa Iwata; Faye Jones; Roger Liu; Jim Okey; Jack Schneider.

    Call to Order:
  • President Judy Fadrowsky called the meeting to order at 4:35pm.

    Approval of Minutes:

  • Minutes of the September 19, 2006 meeting were approved as distributed, and will be posted on the website. Minutes of the November 8, 2006 Annual Meeting were approved as distributed, and will be posted on the website.

    Treasurer’s Report:

  • Roger Liu was absent; the Treasurer’s Report was presented by Carmen Hagloch.
  • Questions regarding the Board’s policy on reserves and the specific budget for 2007. The budget, including the plan for reserves, will be presented and discussed at the March 2007 Board meeting.
  • Question raised if Board members could have the Treasurer’s report typed up and distributed to Board members. Motion, second and unanimous vote carried to have the Treasurer’s report typed and distributed to Board members. Janice Wright volunteered to work with Roger Liu in providing the report.
  • Question raised that advertisers for newsletter and website did not get invoiced for the September newsletter. Judy Fadrowsky to follow-up with Roger Liu.
  • Question regarding who should have access to financial reports. Discussion was held. Motion, second and unanimous vote carried to provide written financial reports to WIRCA dues-paying members who request such information and that it will be distributed through the Board President only.
    Committee Reports:
  • Newsletter - J Allin reported that the deadline for articles for the upcoming newsletter is January 24. She asked for photos from the November 2006 Annual Meeting. Volunteers for articles include: D Andrew - adult day care center; J Fadrowsky - disaster preparedness; H MacNeil and C Hagloch – neighborliness; D Ashley – membership; G. Plasch - security.
  • Advertisers – J Allin and C Hagloch to work on new system for advertisers invoicing.
  • Nominating Committee - D Andrew read Bylaws stating the need for a committee and asked that M Bianco, J Katayama, J Wright and J Michalski be on the committee; all agreed. D. Andrew proposed the 2007 slate of officers: C Hagloch, President; J Michalski, Vice President; R Liu, Treasurer; and J Fadrowsky, Secretary. Motion, second, and unanimous vote carried to approve slate of 2007 officers. D Andrew asked that Board members report to him any WIRCA members who may be interested in serving on the Board.
  • Membership Dues - D Ashley reported that the last membership payment for 2006 was received on December 8, 2006. The 2006 total membership was 504 homes, out of a total of 624 homes for a total of 81% of the homeowners in this voluntary association. D Ashley stated that many “Thank You” notes often accompany the dues. She will place one such note in the next newsletter.
  • Decals - S Kingery reported no changes, still using blue decals.
  • Web Page - C Hagloch reported the new 2007 meeting dates have been posted on the web site, and is still working on getting a new map posted. J Fadrowsky will be doing the web site this year. Question regarding how many hits are received on the site. J Fadrowsky to check with web master.
  • Information Dissemination – H MacNeil reported on recent inquiries regarding view channels, renovations and obstructed views.
  • Security – G Plasch reported on stolen packages and warned about giving workers keys. She asked that the Board approve the cost of one week vacation for the guard, Rick, and one week vacation for the night guard, Steve, to be paid by WIRCA. The request was discussed. A motion, second and unanimous vote carried to approve funding of the vacation pay. Several Board members requested that we increase the security patrols – this will be determined during the budgeting process.
  • Database – N Sparks reported that G Plasch is updating the database and N Sparks does the mailings as requested. C Hagloch, G Plasch and N Sparks to work on the process.
  • Public Affairs and Liaison to Neighborhood Board – C Hagloch reported in J Schneider’s absence. Honolulu Police Department reported 2 jewelry thefts in East Honolulu homes with doors left unlocked; neither owner had homeowner insurance on the jewelry. These homes were not reported to be in Waialae Iki. C Hagloch to place information in next newsletter.
  • Social - S Kingery reported that the Board party at Lisa Iwata’s house late fall was extremely nice and went very well. Suggestion made for 2007 included having a summer barbeque.
  • Zone Captains – Marilyn Haine distributed welcome packets to new homeowners when notified.
  • Bylaws and Parliamentary Procedure – J Wright reported no changes.
  • Traffic Calming – C Hagloch reported that the “slow down” sign greatly impacts the speed of traffic. Positive comments were made on one neighbor’s “slow down turtle” mascot. C Hagloch agreed to research price and availability of several more. N Sparks researched a radar speed display to be mounted on a pole. He will research price and necessary permits for the next meeting.
  • Streets and Sidewalks – Lisa Iwata was absent. Board members were urged to make calls every day about potholes. J Wright agreed to spearhead a movement to have the city repave Laukahi Street this year. One neighbor volunteered at the Annual Dinner to assist with this task. C Hagloch to give his number to J Wright.
  • Job Descriptions – no report.
    Old Business:
  • Corner of Laukahi & Kalanianaole – Although this is not a WIRCA project, J Fadrowsky reported that (1) she continues to work with the property owner, the State and State Representative Marumoto, (2) there is a planting plan and contract for supplies has been given to a nursery, (3) owner would like a change in the type of trees to be planted. She will continue to follow through with this project..
  • Electric Line – On Ihiloa Loop there is a temporary electric line that is both unsafe and unsightly. J. Fadrowsky to call Hawaiian Electric to have removed.
  • Memorial for Manny Voulgaropoulos (former long-time Board member and community park volunteer) - J Schneider working with (1) J Okey to install a memorial plaque on the Laukahi Slopes Park bench, and (2) Manny’s widow regarding time and date of small memorial service. E-mail to go out to Board members regarding date and time when plans are finalized.
  • View Channel Letter – Committee plans to continue to work with attorney Bill Burns. Project delayed temporarily due to B. Burns schedule.
    New Business:
  • Trash Collection – Concern raised regarding city refuse pickups are often messy and leave much green waste in the street when they load into the refuse trucks. Suggestion made to post the city phone number for related complaints on the website and place an information article in next newsletter.
