The WIRCA Board of Directors meets every other month on the third Tuesday of the month at 4:30pm at the Waialae Country Club.

Board members present:
Carmen Hagloch, President; Joann Allin; Michael Bianco ; Steve Camara; Fay Jones; Sandra Kingery; Lisa Iwata; Helen MacNeil; John Michalski; Nate Sparks; Janice Wright.

Board members absent or excused: David Andrew; Donna Ashley; Judy Fadrowsky; Roger Liu.

    City Council Candidate Presentation:
    Rich Turbin introduced and shared his vision of a future Honolulu with Board Members and was very well received. Highlights included his distinguished service on Neighborhood Board #3 for 28 years and experience as a successful businessman and attorney. Other Council candidates were invited, but failed to schedule an appearance with WIRCA as of yet.

    Call to Order:
    President C. Hagloch called the meeting to order at 4:36pm.

    Approval of Minutes:
    March 2010 Minutes were emailed to Board members, approved online and will be posted on the WIRCA website in the immediate future. It was moved, seconded, and voted to approve the March minutes.

    Treasurer’s Report:
    The Treasurer’s Report was deferred.

    Committee Reports:

  • Nominating Committee - Mel Yap and Sylvia Makk were welcomed for their first meeting as new Board members.
  • Newsletter - It was agreed that advertised services will be encouraged and solicited to get more participation from local businesses to help defer costs of Newsletter printing. Full page flyers will cost $500 to be included in a single Newsletter distribution with the advertiser picking up printing costs of the flyer. Deadline for articles for the next Newsletter is 11 JUNE 2010.

  • Membership Dues - Carmen Hagloch reported that dues collected are at record setting levels and that 481 of the 624 homes in our Association have been processed with some pro-rated refunds for new members who overpaid. Donna Ashley will be sending out personal notes to residents that have a good historical payment history that as of yet are delinquent as of second invoice mailing.

  • Decals - Sandra Kingery sent 65 new car decals for new residents in this cycle responding to 41 requests.

  • Website - March minutes approved for website posting in final draft. Chair Nate Sparks has been working closely with the webmaster and approved changes and updates to the website will be implemented soon to maximize the content and format for better presentation and packaging. Website hits are up to about 10,000 per month.
  • Streets and Sidewalks – Lisa Iwata followed up on sidewalk issues that are being worked out with the C&C. There is a new law that gives the C&C right to administer liens against properties that cause damage to the sidewalks via resident planted foliage in between the sidewalk and street. Lisa was successful in getting the large pothole at about 1300 Laukahi filled through persistent follow up. Also, road leveling issues at Ihiloa Loop and Ohawai Place are being addressed.
  • Information Dissemination – Helen McNeil has been fielding calls related to resident concerns with a focus on dog owner issues. Residents are to be reminded to review leash laws and remember to clean up after one’s pet. Other issues related to view channel maps, propane tank enclosures, and boat storage have been clarified with engaged owners.

  • Social Affairs – Fay Jones is in the process of welcoming four new homeowners.

  • Security – Mike Bianco sought Board approval to match Ricky Mill’s vacation days offered from the vendor. WIRCA will cover 5 days paid vacation leave as it did last year which was passed by unanimous vote. Mike highlighted the direct correlation between resident calls to security and property crime rates. When security notification by residents decline, property crimes increase. The value of Security was unanimously agreed to be at the core of WIRCA’s mission and is every resident’s responsibility to do their part to enhance the collective security of our community.

  • Database – A back up laptop or desktop computer will be acquired as a data vault in the future via generous donation by Joann Allin. Nate Sparks is doing market research to acquire a potential secure site vendor for database storage as a long term data back-up solution. Gerrit Osborne will be backing up Judy Fradowsky for database management.
  • Public Affairs and Liaison to Neighborhood Board – Laukahi Slopes Mini-park is getting mixed concerns from various area residents regarding Park maintenance responsibilities. Mike Smith from C&C Parks is assisting residents with their concerns. Any other resident in need of clarification is encouraged to attend Neighborhood Board meetings and address their concerns directly to the C&C representative. Board representatives stand ready to back up resident concerns on any community issue. Direct communication to government representatives via the Neighborhood Board process is encouraged to limit distortions and hearsay from clouding the issue and desired resolution.

  • Bylaws and Parliamentary Procedure - WIRCA is currently in compliance.
  • Traffic Calming - Girl Scout volunteers under the guidance of Sylvia Makk will begin “Slow Down On Our Hill” sign-waving to heighten awareness. Community desires to curb speeding will be brought up with C&C representatives to see if traffic islands can be installed on Laukahi to force blatant speeders to slow down and obey posted speed limits.

    New Business:

    A potential license plate/driver camera project is being considered to enhance review of vehicles and driver identification as a follow up for roving security as a deterrent to property crime. HPD is in strong support of this intervention and the topic has been discussed in detail with community policing officers and area Watch Commanders. The project is still in fact finding stage. Sandra Kingery is on the forefront of rat control issues. She has procured rat zappers and has resource literature for interested residents.

    John Michalski adjourned the meeting at 6:25 P.M after being motioned and seconded.
